6.29 Storm Water Management: The Twin Lakes West project is developed to adhere to <br />Roseville's Comprehensive Storm Water Management Plan. The development area <br />draining to Langton Lake will incorporate infiltration and water quality standards <br />required by the Rice Creek Watershed. Storm water runoff that drains west will be <br />collected via the existing storm sewer system and routed to the existing storm water pond <br />south of the Centre Pointe development. Storm water from the northwest portion of the <br />site will be collected and routed to Wilson Pond, north of County Road C2. <br />630 The remaining utilities (private), such as electricity, cable, telephone, and natural gas, <br />will be designed and coordinated through the Public Works Department to be <br />underground, and utilize a joint trenching system where applicable. Further, all <br />transformers must be identified on a plan, prior to final approval, so that adjustments to <br />proposed locations can be so�ight to eliminate possible unsightly locations. <br />PARK LAND: <br />6.31 In light of the new proposal by the Rottlund Company a review and consideration of park <br />dedication should be completed by the Roseville Park and Recreation Commission. <br />However, the existing Contract for Private Redevelopment specifies a payment in lieu of <br />park land dedication as well as a small land dedication adjacent to Langton Lake Park. <br />STAGING OF DEVELOPMENT: <br />6.32 It is anticipated that site demolition would begin first. Next environmental remediation <br />and site preparation would occur, followed by infrastructure installation. Stage 1 A(see <br />staging plan) would include the construction of Twin Lakes Parkway and Mount Ridge <br />Road (and associated infrastructure). Stage 1 B would include the three residential sites <br />that surround Langton Lake Park. Stage 1 C would include the office site on the Dorso <br />parcel and the residential on the Hagen parcel. And Stage 1 D would include the office <br />sites and restaurant site on the Xtra Lease and Old Dominion sites. Staging of <br />construction in Twin Lakes West will be refined through the Final Development Plan <br />process. <br />OTHER AMENITIES: <br />633 An extensive trail and sidewalk system is proposed for the site. Sidewalks and/or <br />pathways would be constructed along Cleveland Avenue, Twin Lakes Parkway, Mount <br />Ridge Road and Prior Avenue where deemed appropriate. Sidewalks would be <br />constructed on residential streets to provide pedestrian connections to the park and <br />office/restaurant use. This design/improvement is consistent with the Master Plan and <br />the need for neighborhood pedestrian access. In addition, consistent with the 2001 <br />adopted Master Site Plan, the developer will work with the city to provide trail <br />connections to Laugton Lake Park a�Id the lake pathway network. <br />PF3790_RPCA_GeneralConcept_I 10106 Page 10 of 14 <br />
