6.25 It is anticipated that the FINAL PUD �vill include the implementation of a local senior <br />marketing and linkage plan. As a part of the City's and Roseville Housing and <br />Redevelopment Authority's program to encourage choice and opportunity in housing, <br />Rottlund and/or other identified developers of the senior housing portion of the project <br />must prepare and file with the PUD, an initial plan and program that will market and <br />promote any senior housing project to Roseville residents for at least 60 days prior to <br />marketing to the broader community. The developer(s) must also a�ree to participate in <br />the Roseville Senior Linkage Program (RSLP). <br />6.26 The Planning Staff has concluded that the GENERAL CONCEPT PROPOSAL and <br />its proposed mix of uses (residential, office, and restaurant) is not in conflict with <br />Roseville's Comprehensive Plan or the Twin Lakes Master Plan. <br />PUBLIC INFRASTRUCTURE: <br />6.27 Public Right-of-Way: The Twin Lakes West project proposes two new road�vays, Twin <br />Lakes Parkway and Mount Ridge Road. Twin Lakes Parkway, which is designated as <br />Officially Mapped by the City of Roseville (and on file as such w�ith Ramsey County). <br />This roadway will complete the connection between Cleveland and Eairview Avenues. <br />Mount Ridge Road which will provide a connection from County Road C2 to the project <br />boundary. The design of Twin Lakes Parkway is anticipated to provide two travel lanes, <br />a turn lane, an eight foot public trail and a sidewalk, landscaped islands in select areas, <br />boulevard landscaping, and decorative pavement all within the existing 90 foot �vide <br />right-of-way. However, Twin Lakes Parkway is not proposed at this time to connect <br />from Fairview Avenue to Cleveland Avenue. The current proposal terminates at Prior <br />Avenue. Mount Ridge Road is anticipated to provide two travel ]anes, sidewalk and/or <br />trail, and boulevard landscaping all within a 60 foot wide right-of-way. Similarly, Mount <br />Ridge Road terminates prior to its intersection with Twin Lakes Parkway. The final <br />layout of the public rights-of-way will be determined in accordance with the <br />requirements of the environmental review (AUAR) and would by subject to approval by <br />the DRC and the City Council as a component of the FINAL DEVELOPMENT PLAN. <br />6.28 Watermain & Sanitary Sewer: There is existing capacity for underground utilities. All <br />public utilities (sanitary sewer and water main) will either be constructed within a <br />separate public easement or within the right-of-way and/or under the constructed <br />roadway. Sanitary sewer will be provided from an existing 36 inch sanitary sewer line <br />along the south edge of the lake. Water will be provided from an existing main line. The <br />watermain must be looped along the Parkway and/or through the developments private <br />drive.
