July 17, 2013 <br />Item 6.a <br />Chair's Report <br />Parameters allow the Commission to collaborate with other groups in one of the following three ways: Support, <br />Sponsor, or Promote. Since the Forum is not our program and we cannot support the program since we do <br />control the content of the speakers' presentations, the only applicable form of our involvement would be as <br />described under the Promote option. That section reads as follows; <br />Promote: The Program Planning Comrnittee may promote events being offered in the community that <br />come to their attention, so long as the program is relevant to Roseville and so long as the Committee finds the <br />program to aim at advancing civil or human rights. When a group off'ers programming that is clearly intended to <br />address a civil or human rights concern (in their own view), the Program Planning Committee may promote the <br />event by notifying City residents of the event. <br />Promoting an event does not imply that the Human Rights Commission or the Program Planning <br />Committee supports the group's interpretation of the issue, nor that the Commission or Committee is sponsoring <br />the presentation. The purpose ofpromoting events is not to take a position, but to notify the public of educational <br />opportunities pertaining to human rights or civic engagement issues in the community. The pro�otion of a <br />program is dependent upon the Committee being notified of the program. Because such programs are neither <br />supported nor sponsored by the Commission, it is not incumbent upon the Committee to locate alternative <br />p�ograms on the same issues. Promotional advertisements will include the following disclaimer: `1Votification of <br />this event is brought to you by the Roseville Human Rights Commission for the purpose of civic engagement, <br />though the Commission neither endorses nor disputes this preseniation. " <br />I have also advised a contact within the local Roseville Republican organization of our willingness to work with them on <br />siinilar events or programs. (See attached recent e-mail to Mike Boguszewski). <br />Chair's Recommendation: The Commission should consider the implications of our assistance in infonning residents <br />of this forum. Our By-Laws seem to allow this rype of support, as outlined above. At a minimum the Commission may <br />want to refer this to the Program Planning Committee for a determination before August 20, 2013, the date of the Forum. <br />
