<br />In addition to preparing a new Zoning Code, the team is also working on revising the Zoning Map.
<br />The team has applied the appropriare new zoning designation to each properry in the City based on
<br />the future land use designation from the 2030 Comprehensive Plan. On June 2, 2010, the Planning
<br />Commission will be holding a public hearing on the amended zoning map. Once the Zoning Code
<br />is finalized, the Zoning Map will be brought to the Ciry Council for final adoption.
<br />What is guiding the development of the new Zoning Code?
<br />Over the last few years, the Ciry has adopted two key documents that will guide the development
<br />of the new Zoning Code--Imagine Roseville 2025 and the 2030 Comprehensive Plan. Created with
<br />the input of hundreds of Roseville residents, Imagine Roseville 2025 articulates a shared community
<br />vision for Roseville. (See the sidebar to review the vision statement. ) A copy of the Imagine
<br />Roseville 2025 report is available at www.ci.roseville.mn.us/IR2025.
<br />The 2030 Comprehensive Plan is a policy framework to help g�ide decision making at the
<br />City. This plan sets goals and policies for a variery of issues, such as land use, housing, and
<br />environmental protection. This newly adopted plan placed a stronger emphasis on environmental
<br />sustainabiliry, urban design, and pedestrian connectiviry than previous plans. As described earlier,
<br />a zoning ordinance is one of the key rools available to implement the goals and policies of the
<br />Comprehensive Plan. A copy of the Comprehensive Plan can be found Ciry Hall or the Roseville
<br />Public Library or can be accessed via the Internet at www.ci.roseville.mn.us/compplan.
<br />What does the City hope to achieve through the Zoning Code rewriting process?
<br />The Ciry has several objectives it would like ro achieve with the rewriting of the Zoning Code,
<br />which include:
<br />• Implementing the goals and polices of Imagine Roseville 2025 and the City's 2030 Comprehensive
<br />Plan
<br />• Creating a code that is logically organized, easy-to-read and understaiid, consistent in terms of
<br />processes and requirements, and readily administrable
<br />• Integrating graphics to illustrate regulations
<br />• Promoting high-quality residential renovation and development, creative infill projects, atid
<br />innovative commercial and industrial redevelopment to allow the community to prosper inro the
<br />future
<br />• Supporting and enhancing existing neighborhoods
<br />• Advancing the City's efforts to become a more environmentally sustainable communiry by
<br />integrating smart-growth, mixed-use, and sustainable-development principals
<br />• Strengthening design standards in order to implemenc new developments that achieve che
<br />communiry's land use goals
<br />• Creating transitions berween zoning districts
<br />• Establishing performance standards, such as noise and lighting standards> that could placed in a
<br />zoning code or separate ordinance
<br />• Providing for the possible replacement of Planned Unit District (PUD) zoning districts, if
<br />feasible, with other appropriate approaches
<br />• Following requirements set by Minnesota State Statutes
