2. Section 1013.01.D ofthe Roseville Zoning Ordinance lists the criteria reviewed when considering the issuance of a conditional use permit. The criteria are as follows: impact of parking; impact on parks, streets, and other public facilities; compatibility of site plan, internal traffic circulation, landscaping, and structures with contiguous properties; impact of the use on the market value of contiguous properties; impact on the general public health, safety, and welfare; compatibility with the City's Comprehensive Plan. 3. The Roseville City Council concludes the proposal meets the criteria specified in Section 1013.01D ofthe Roseville Zoning Ordinance. Specifically, the proposed monopole and associated equipment structure will not create additional traffic nor the need for additional public facilities. With proper screening and landscaping, the equipment facility will not have an impact on surrounding property or values. There appears to be no impact on general health, safety, and public welfare. In addition, the project complies with the Comprehensive Plan designation as a business use. 4. The applicant has provided information indicating the technical dead reception space surrounding the C-2 at Snelling location and a brief description of the proposed coverage area of .75 mile radius. 5. The proposed monopole is comprised of galvanized steel and has the antenna located in a cylinder on the top of the pole. 6. The monopole will be located in the same location as the current rear parking lot light pole. This location is near a sizeable stand of mature deciduous trees approximately 40 to 50 feet in height. 7. There are no City poles or private multi-tenant poles in this area of the community. 8. The proposed location of the monopole and supporting equipment cabinets meet the required setback of 30 feet from property line. 9. Conditions may be attached to the CUP that would mitigate the impact on adjacent properties including such items as increased setbacks from property lines, landscape screening, architectural color and design/materials details, drainage provisions, and limiting additional exterior storage. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Roseville, Minnesota, a Ramsey County, Minnesota, that a conditional use permit for US West Wireless to allow the construction of a 67-foot tall monopole and associated four foot by ten foot equipment area (cabinets) in the rear (west side) yard area of the Countryside Restaurant, 2851 Snelling Avenue North, be approved, subject the following conditions: 2
