Regular City Council Meeting <br /> Monday,August 19,2013 <br /> Page 5 <br /> Regarding the proposed setback issue, Councilmember Willmus noted that even <br /> with the proposed location of the temporary structure, in lieu of Building Official <br /> requirements, the setback remained in excess of 100' from adjacent residential <br /> properties. Since this parcel is guided Institutional Zoning, requiring only 20' <br /> setbacks, <br /> Councilmember Willmus opined that the applicant was well in excess of that re- <br /> quirement. Using the Brimhall School as another example, Councilmember <br /> Willmus noted that their setback was 60' from residential properties. Coun- <br /> cilmember Willmus further noted that the playground area at Corpus Christi had a <br /> 30' setback from adjoining residential properties, and therefore, he could find no <br /> sufficient concern with the proposed setback. With the solution the City's Engi- <br /> neering Department had developed for stormwater runoff mitigation proving sat- <br /> isfactory as well, Councilmember Willmus spoke in support of this requested In- <br /> terim Use. <br /> Regarding the proximity of the building to the south end to access restrooms in <br /> the main structure, Mayor Roe noted that there was no access door to the main <br /> structure on the west side, and if located in one of those areas, it would require <br /> walking around the building to the north or south to access those restrooms. <br /> Councilmember McGehee stated that she didn't share Councilmember Willmus' <br /> belief that all drainage issues had been fixed. <br /> Councilmember Willmus advised that he had not stated that at all, but was saying <br /> that any additional impervious surface drainage concerns had been addressed. <br /> Councilmember McGehee opined that this entire area has experienced some seri- <br /> ous drainage problems; and referenced the City's Stormwater Master Plan for the <br /> area; and further opined that this drainage mitigation appeared to her as a piece- <br /> meal approach warranted by this additional impervious surface, and simply creat- <br /> ed more for the City to address. While not sure how this fits with the overall site, <br /> Councilmember McGehee advised that she was very familiar with the Corpus <br /> Christi facility, and expressed her interest in exploring the application further. <br /> Councilmember McGehee noted that the City did not have any requirements or <br /> specifications for temporary structures, and as far as she could tell, the proposal <br /> could be for a pole barn sticking at the end of another perfectly fine building, at a <br /> high point on the parcel and very visible. Councilmember McGehee expressed <br /> concern with the City getting into the business of allowing temporary structures <br /> without regulations that may result in a city of pole barns. Since the proposal was <br /> not scheduled to go before the Church Council until September, Councilmember <br /> McGehee noted that their reaction remained an unknown at this time. <br />
