Regular City Council Meeting <br /> Monday, September 16, 2013 <br /> Page 19 <br /> area other than the Master Plan as a guiding document for the Comprehensive <br /> Plan. <br /> Councilmember McGehee noted that some businesses operating on the other side <br /> of Fairview Avenue south of this area had just been rezoned to Regional Busi- <br /> ness-2 (RB-2), while she considered some of those businesses Light Industrial. <br /> Since some of those provided good wage jobs, Councilmember McGehee sug- <br /> gested that that factor should be considered as part of the equation as well. <br /> Mr. Paschke agreed that their use was limited light industrial or processing. <br /> Mayor Roe opined that they could be considered CMU or RB-2. <br /> Councilmember Willmus concurred, noting that there was little delineation be- <br /> tween the two; but cautioned if either were further expanded at Fairview Avenue <br /> and County Road C, serious discussion was needed about the implications of that, <br /> particularly with traffic situations. <br /> Councilmember McGehee stated that she didn't want to consider RB-2 as an op- <br /> tion, but liked Light Industrial, opining that the current Industrial zoning designa- <br /> tion was very broad. <br /> Mr. Paschke noted that Office/Warehouse was already part of the zoning. <br /> Mayor Roe questioned if it made sense to further define CMU-1 and CMU-2 to <br /> focus on specific uses, allowing residential or more intense uses, but still provid- <br /> ing some flexibility. <br /> Councilmember Willmus stated that he didn't want zoning that was overly restric- <br /> tive or focusing toward one specific use. <br /> Interim City Manager Trudgeon suggested working within the CMU framework, <br /> with distinctions for limited production east of Fairview versus the west side. <br /> However, Mr. Trudgeon cautioned by not being too specific to allow flexibility, if <br /> developers were given full reign to let the market determine what they think is <br /> best, the City would not be able to dictate or control that development if the use <br /> fell within that broad parameter. If the City wished to retain more discretion, and <br /> avoid the potential for a housing development directly behind Byerly's or a big <br /> box retailer, Mr. Trudgeon noted the need to be aware of potential consequences. <br /> Mayor Roe suggested that the CMU be more defined by which uses the City <br /> didn't want. <br /> In referencing the current live/work/play model, Councilmember McGehee <br /> opined that the CMU is too narrowly defined right now, limiting work that con- <br />
