Holt, Stoner, Wall <br />5 <br />ABSENT: <br />Boehm, Simbeck notified staff ahead of time about being unable to attend <br />6 <br />STAFF: <br />Brokke <br />7 <br />8 <br />9 <br />1.INTRODUCTIONS <br />10 <br /> Commissioners and staff present introduced themselves. <br />11 <br />12 <br />2.ROLL CALL/PUBLIC COMMENT <br />13 <br /> None <br />14 <br />15 <br />3.APPROVAL OF MINUTES –November 7, 2013 MEETING <br />16 <br />Adjusted draft copies of the minutes were distributed at the meeting. The adjusted minutes <br />17 <br />for the November 7, 2013 meeting were approved unanimously. <br />18 <br />19 <br />4.PARK & RECREATION RENEWAL PROGRAM <br />20 <br />Staff reported that on November 25, 2013 the City Council reviewed the plan sets for all <br />21 <br />buildings and shelters and the proposal packages and authorized seeking proposals for the <br />22 <br />entire Renewal Program. The Best Value Procurement packages and schedule was reviewed <br />23 <br />and discussed. Chair Holt further explained the Best Value process as a thorough and <br />24 <br />independent scoring program completed by the evaluators. <br />25 <br />26 <br />Staff explained that there are 3 remaining locations that require a neighborhood/community <br />27 <br />meeting including: Rosebrook Park, Tamarack Park and SW Roseville. <br />28 <br />29 <br />Staff and the design team are moving forward with the Rosebrook Park Preliminary Plan that <br />30 <br />does not include acquiring the adjacent property known as Press Gym. The plan will include <br />31 <br />awater feature improvement and park building replacement. Final plans for the building are <br />32 <br />in progress and are anticipated to be included in the overall Request for Proposals (RFP’s). <br />33 <br />There is a neighborhood open house/meeting scheduled for December 16, 2013. <br />34 <br />35 <br />Staff explained that the Tamarack Park neighborhood perceptions are that the park is <br />36 <br />attracting poor behavior and undesirable activities. More specifically, by adding the soccer <br />37 <br />goals in 2011, the neighborhood feels ithas changed what has occurred by bringing in new <br />38 <br />andlarger groups that create undesirable activities for the neighborhood. Staff had <br />39 <br />temporarily removed the soccer goals untilthe perceptions vs. realties could be better sorted <br />40 <br />out, understood and that the neighborhood could be worked with closer. Commissioner Azer <br />41 <br />expressed concerns over removing the soccer goals and feels that the park is there for <br />42 <br />everyone and thatthis type of play is a desiredactivity for our parks. Commission members <br />43 <br />agreed. Staff explained that the neighborhood play was encouraged by all but it was the <br />44 <br />undesirable activity, i.e., cutting through private yards, racing cars up and down the streets <br />45 <br />and unscheduled large groups to play games that was a concern for the neighborhood and the <br />46 <br /> <br />
