ROSEVILLE PARKS AND RECREATION COMMISSION 1 DRAFT MEETING MINUTES FOR DECEMBER 3, 2013 2 ROSEVILLE CITY HALL ~ 6:30pm 3 4 PRESENT: Azer, Diedrick, Doneen, Gelbach, D. Holt, M. Holt, Stoner, Wall 5 ABSENT: Boehm, Simbeck notified staff ahead of time about being unable to attend 6 STAFF: Brokke 7 8 9 1.INTRODUCTIONS 10 Commissioners and staff present introduced themselves. 11 12 2.ROLL CALL/PUBLIC COMMENT 13 None 14 15 3.APPROVAL OF MINUTES –November 7, 2013 MEETING 16 Adjusted draft copies of the minutes were distributed at the meeting. The adjusted minutes 17 for the November 7, 2013 meeting were approved unanimously. 18 19 4.PARK & RECREATION RENEWAL PROGRAM 20 Staff reported that on November 25, 2013 the City Council reviewed the plan sets for all 21 buildings and shelters and the proposal packages and authorized seeking proposals for the 22 entire Renewal Program. The Best Value Procurement packages and schedule was reviewed 23 and discussed. Chair Holt further explained the Best Value process as a thorough and 24 independent scoring program completed by the evaluators. 25 26 Staff explained that there are 3 remaining locations that require a neighborhood/community 27 meeting including: Rosebrook Park, Tamarack Park and SW Roseville. 28 29 Staff and the design team are moving forward with the Rosebrook Park Preliminary Plan that 30 does not include acquiring the adjacent property known as Press Gym. The plan will include 31 awater feature improvement and park building replacement. Final plans for the building are 32 in progress and are anticipated to be included in the overall Request for Proposals (RFP’s). 33 There is a neighborhood open house/meeting scheduled for December 16, 2013. 34 35 Staff explained that the Tamarack Park neighborhood perceptions are that the park is 36 attracting poor behavior and undesirable activities. More specifically, by adding the soccer 37 goals in 2011, the neighborhood feels ithas changed what has occurred by bringing in new 38 andlarger groups that create undesirable activities for the neighborhood. Staff had 39 temporarily removed the soccer goals untilthe perceptions vs. realties could be better sorted 40 out, understood and that the neighborhood could be worked with closer. Commissioner Azer 41 expressed concerns over removing the soccer goals and feels that the park is there for 42 everyone and thatthis type of play is a desiredactivity for our parks. Commission members 43 agreed. Staff explained that the neighborhood play was encouraged by all but it was the 44 undesirable activity, i.e., cutting through private yards, racing cars up and down the streets 45 and unscheduled large groups to play games that was a concern for the neighborhood and the 46
