Regular City Council Meeting <br /> Monday,January 27, 2014 <br /> Page 37 <br /> Councilmember McGehee suggested no warehousing/distribution, no produc- <br /> tion/processing, and no light manufacturing; opining she was also not necessarily <br /> supportive of HDR residential. <br /> Councilmember Willmus advised that he would need to see what the HDR pro- <br /> posal looked like before making a decision. <br /> Mayor Roe noted that, if someone came forward with a proposal that had too <br /> many units for the size of the parcel, the Council had the discretion not to approve <br /> it as they had done in the past. <br /> Specific to parcel 2830, Mr. Paschke noted that this was a pre-existing, non- <br /> conforming property, with the building currently vacant and lease expired; and the <br /> owner therefore unable to re-use the building for limited production or light man- <br /> ufacturing in accordance with state statute and Roseville Zoning Ordinance provi- <br /> sions. Mr. Paschke advised that the only way for re-use would be under HDR. <br /> Mr. Paschke noted that the question them became whether there was support for <br /> affording some properties, particularly that parcel, to continue on in that limited <br /> use in that type of building if they wanted to re-use the building; or seek a sepa- <br /> rate zoning district and Comprehensive Plan Amendment, or an Interim Use. <br /> At the request of Councilmember McGehee, Mr. Paschke advised that the owner <br /> had a number of potential applicants during the one year period, but none had <br /> signed and the previous tenant's lease had expired, and at the end of September of <br /> 2013, the one year allowance for vacancy had expired. Mr. Paschke advised that <br /> the property owner now had to conform to current zoning code requirements. <br /> South of Terrace <br /> Councilmember McGehee suggested removing warehousing/distribution. <br /> Councilmember Laliberte advised that she couldn't see any residential uses on <br /> this south side unless they were HDR of 24 units or more. <br /> Councilmember Etten suggested removal of any potential LDR, as well as ware- <br /> housing/distribution. <br /> Mayor Roe suggested removal of production/processing and light manufacturing. <br /> Area 4—Fairview and County Road C - north from Byerly's to Fairview Avenue <br /> At the request of Councilmember McGehee, Mayor Roe stated that there was al- <br /> ways the potential for constructing new roads given the right circumstances. <br /> Mr. Trudgeon noted that, around the cul-de-sac properties, there was a ditch with <br /> significant elevation; and while not an insurmountable issue, it was a natural bar- <br /> rier(1755 to the blue line and east of the Byerly's building). <br />
