<br />DAHLEN & DWYER, INC. <br /> <br /> <br />A major component of the industrial market during Roseville's early growth <br />was the trucking industry. Roseville became a major hub for the over-the-road <br />trucking companies in the 1950's. Many of these truck terminals have moved out of <br />Roseville in recent years. Increases in land values in the area have prompted some <br />operations to move to suburban areas with less expensive land. Some of the truck <br />terminals have been purchased for re-development. Deregulation of the trucking <br />industry in 1980 also increased competition and some firms were forced to move or <br />reduce operations to remain competitive. <br /> <br />The Twin lakes Re-development Area is located north of Rasedale Mall. It <br />extends from County Road C on the south to County Road C-2 on the north and from <br />Cleveland Avenue on the west to Snelling Avenue on the east. Langton lake and <br />Oasis Pond lie within this area, hence the Twin lakes name. <br /> <br />The Twin lakes Re-development Area has historically been a location for truck <br />terminals. The Twin lakes Area contains a total of 281 acres. Roseville has targeted <br />the Twin lakes Area for r~-development. It is expected that full re-development of <br />the area will be long-term. Roseville intends to orchestrate fe-development of the <br />area from industrial use to primarily residential, business and office. The initial stages <br />of fe-development have taken place within the past few years. The Centre Point <br />Business Park was constructed in late 1980's along the west side of Cleveland <br />Avenue north of County Road C. Centre Point occupies the site of the former Garrett <br />Trucking Terminal. The Rosedale Square Shopping Center was constructed several <br />years ago on the northwest corner of Snelling Avenue and County Road C. This was <br />also an industrial site that was re-developed. <br /> <br />The Twin Lakes Re-development Area is intended to eventually provide housing <br />opportunities. The apartment vacancy rate in Roseville is relatively low. The City <br />forecasts a market for an additional 1 00 units per year of multiple housing to the year <br />2000. The Twin lakes Area will eventually be developed with multi-family activity <br />along the west side of Langton lake and along Oasis Pond near Snelling Avenue. <br /> <br />The City intends to eventually construct Twin lakes Parkway. This will be an <br />east/west collector street connecting Interstate 35W on the west with Snelling <br />Avenue on the east. Twin lakes Parkway will eventually extend across the northern <br />part of the Twin lakes Re-development Area. County Road C and Snelling Avenue <br />will be considered minor arterial roadways within th~ Twin Lakes Parkway. The only <br />principal arterial roadway in the Twin Lakes Re-development Area will be Interstate <br />35W. Cleveland Avenue, Fairview Avenue, and Twin lakes Parkway will be <br />considered collector streets. <br /> <br /> <br />20 <br />
