<br />DAHLEN & DWYER, INC. <br /> <br /> <br />SUMMARY AND CONCLUSION <br /> <br />The property under analysis is a 13,51 0 SF vacant site located on the east side <br />of Lexington Avenue N just to the north of County Road C in Roseville, Minnesota. <br />The site has 701 of frontage along Lexington Avenue N and a depth of 1931. All <br />services and utilities are available. Zoning is R 1 or Single Family Residential. The <br />parcel is guided on the Roseville Comprehensive Plan as HR or High Density <br />Residential. <br /> <br />In 1 996, the City of Roseville established a Housing Replacement Program <br />which was to help the City purchase, on a voluntary basis, outdated or non-code <br />compliant structures that could not be economically rehabilitated or sold on the open <br />market. The purpose of the program was to replace deteriorating lower value housing <br />on scattered sites throughout the City with larger, higher value housing. The home <br />located at 2668 Lexington Avenue N was approved by the Roseville City Council for <br />purchase and subsequent demolition in the summer of 1998. Normally, the site <br />would be sold for construction of a new single family dwelling. The main reason the <br />subject site was not sold for single family residential development is that the <br />Comprehensive Plan had the site guided as HR or High Density Residential. <br /> <br />The Housing Replacement Program was amended by the Council at an April 10 <br />meeting to ensure that the reuse of lots that were purchased under this program was <br />consistent with the Comprehensive Plan. Additionally, the subject site, if it were to <br />be developed with a single family dwelling would more than likely require a variance. <br /> <br />Subsequent to the City of Roseville purchasing the property, an offer was made <br />by Mr. George Reiling who is proposing a senior housing development north and east <br />of the subject site and would like to incorporate the subject into the project. The <br />Roseville City Staff recommends -approval of the sale to Reiling as part of the <br />proposed senior housing development in that its use is consistent with future land use <br />designation of the Comprehensive Plan as High Density Residential. The final sale <br />would be contingent upon the project being positively recommended by the Planning <br />Commission and approved by the City Council under the Planned Unit Development <br />process. <br /> <br />39 <br />
