Craig Klausing said the vision statement does capture most of what was
said at the previous meeting. There are uses that are served by
public/private partnerships.

Chair Keith Wietecki explained compatibility in two perspectives: market
driven or government driven.

Richard Bates said the Task Force should not limit itself to fewer choices.

Joe Smith asked for more attention to short and long range planning at the
city center site. The last meeting revolved on short term solutions, but did
not extend out 40 years. Short term uses tend to be related to a
government center.

Chair Keith Wietecki encouraged the Task Force to look at the long term
"quest" .

Pat Johnson commented that the vision does not define the geographic
site. Don Anderson noted that the charge was to look at this city site, not
other alternatives.

Craig Klausing noted that the specifics are on the table, but the broader
issue needs to be written - what are the other options.

Chair Wietecki noted whatever is done will be done well and will serve as a
government, community. and recreation center, as per the proposed vision
statement. He asked, "What would 50111 and France look like at this site in
40 years?"

Joe Smith explained the limitations of a downtown "feel". Perrie Heitler
said this area does not lend itself to large retail issues.

Peggy Egli said she was not comfortable with major retail in this area, but
rather, long term, perhaps a mix of uses including housing. She asked for
details regarding financing the project with proceeds from Arona and
other developments.

Chair Keith Wietecki said the retail concept market will not support this
site and will fail here.

Craig Klausing noted that "major retail" is not a land use option, but
ancillary retail may fit.

Pat Johnson noted that ancillary retail is more likely service retail
supporting major uses on the site.

Scott Bergs asked the Task Force to think big and create a big plan.

Page 2 of5
