<br />cP/s/ <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 10/22/90 <br />ITEM NO.: C _ 1 <br /> <br />Department Approval: <br /> <br />Manager Reviewed: <br /> <br />Agenda section: <br /> <br />1/ It, <br /> <br />~ <br /> <br />Hearings <br /> <br />Item Description: Thomas Theisen/Welsh Company request for a Special <br />Use Permit and license for an amusement room at the <br />Welsh Crossroads Shopping Center at 1655 County Road <br />B-2. <br /> <br />At the October 3, 1990 Planning commission meeting, a motion to deny <br />Thomas Theisen/Welsh Company's request for a Special Use Permit for an <br />amusement room at the Welsh Crossroads Shopping Center at 1655 County <br />Road B-2, based on neighborhood safety issues and potential harm to <br />market value of adjacent properties, failed on a 3-3 vote. <br /> <br />A motion to recommend approval of the Special Use Permit, with the <br />condition that a security plan be developed and reviewed every twelve <br />months and that a study be done by the applicant comparing police calls <br />at shopping malls with arcades versus those without arcades, failed for <br />lack of a second. <br /> <br />The Planning commission unanimously recommended that the City Council, <br />in reviewing the Comprehensive Plan, should clarify the policy of <br />allowing amusement centers in the City because of the security impact, <br />the impact on public health, safety, and welfare, and because of the <br />impact on the surrounding neighborhoods. <br /> <br />The Council discussed this issue at the October 15 Council work <br />session, and directed staff to prepare a revised ordinance regarding <br />amusement room operations. This ordinance will be completed for <br />council adoption at the November 13 meeting. It is staff's recommenda- <br />tion that the Council continue action on the Thomas Theisen/Welsh <br />Company's request until the new ordinance is in place. <br /> <br />COUNCIL ACTION REQUESTED: <br /> <br />Motion to continue the Thomas Theisen/Welsh Company's request for <br />Special Use Permit and license for an amusement room at 1655 County <br />Road B-2 to the regular City Council meeting of November 13, 1990. <br />
