<br />Thomas TheiserÝWelsh Co., Case No. 2151 <br /> <br />Page 2 <br /> <br />There are a number of ways in which you could approach this matter. <br />Perhaps one of the most reasonable approaches would be to notify the <br />applicants and Welsh Companies of this concern and let them propose an <br />approach and strategy to address it. This condition of approval could <br />include a periodic review and provide for additional security, as needed, <br />throughout the life of the use. This could also work the other way, if <br />experience on the site does not warrant the continuation of additional <br />security. Another approach would be to have the Police Department <br />review this concern with the building security and recommend an <br />appropriate plan and strategy. <br /> <br />What we would not recommend is attempting to arbitrarily decide how <br />much and what type of additional security is adequate. Such a <br />condition needs to be effective and there are professionals on the Police <br />Department and the building security company who should advise us on <br />this subject. Any condition of approval should also be reasonable and <br />not burden either Welsh Companies, or the owners of Skill Mill <br />unnecessarily. <br /> <br />The Planning Commission and City Council should also focus on <br />conditions of approval that will likely result in the successful operation <br />of this business at this center. It is not the City's responsibility to <br />determine the relative financial responsibilities of Welsh Companies, or <br />their prospective tenant, in satisfying these conditions. <br />
