Nays: None. Maschka moved, Thomas seconded, that Welsh Companies correct the drainage problem behind 1708 Oakcrest as approved by City staff. Maschka moved, Thomas seconded, that Welsh Companies construct a solid wall on the north side of the parking ramp with no parking on the north side of the building after 9:00 p.m. Roll Call, Ayes: Maschka and Thomas. Nays: Johnson, Cushman, and Rog. Motion failed. Johnson moved, Cushman seconded, that Welsh Companies construct a curb on the north side of the lower ramp level to prevent egress from the north, and that there be no parking adjacent to the ramp on the north. Roll Call, Ayes: Johnson, Cushman, and Rog. Nays: Maschka and Thomas. Maschka moved, Thomas seconded, that parking be banned on the north side of the building after 9:00 p.m. Roll Call, Ayes: Maschka, Johnson, Cushman, Thomas, and Rog. Nays: None. The City Council's final action, incorporating all conditions as revised, is as follows. Johnson moved, Maschka seconded, that Welsh Companies request for Special Use Permit for Planned Unit Development and variance to parking stall size requirements at 1655 County Road B-2 be approved with the following conditions: 1. That an additional access be provided from County Road B-2 by Ramsey County, as proposed. 2. That approval be obtained for the use of the land for such access from the owners of Rosedale (Equitable Life). 3. That the Snelling Avenue service road shall be conveyed to the City of Roseville by the State, and the City shall retain ownership, permitting parking on the right-of-way by the property owner as provided in the Development Agreement.
