<br />Application for Variance <br />City of Roseville <br />Page 2 <br /> <br />#7 If variances are being requested, please explain nature of hardship that justifIes said <br />variance. <br /> <br />#7 While it is understood that thele is a precedence for requesting a variance which <br />allows a stroctuIe to align its setback with the adjacent structure, there are several <br />aspects to this request that are wúque. <br /> <br />Any public works facility that is located within a civic center complex is severely <br />restricted. First of all, most civic centers (including RoseviJIe) are located adjacent <br />to residential areas and the pubJic works are usually not appreciated. Second, civic <br />center complexes tend to be relatively smaD and public works facilities tend to <br />need space to effectively serve the citizens. <br /> <br />This proposal is working toward providing the Roseville Public Works Department <br />with the maximum utilization of the existing developable space while also <br />landscaping to provide I) a buffer to the street and 2) enhance the overall <br />appearance of the civic center complex. <br /> <br />Expansion to the west was limited by the proposed Community Center and its <br />associated site development. Expansion to the east was limited by Civic Center <br />Drive. Having the proposed addition to the north was seen as the viable solution. <br /> <br />If the building is required to decrease its width to be within established setbacks, <br />the usability of the structure will be severely hampered. The primary use of the <br />building is to stOle seasonal equipment and vehicles to protect these expensive <br />pieces from the elements. In many cases, the declease of the width of the building <br />by ten (10) feet will make it nearly impossible to maneuver the equipment inside <br />the building and to back it into place. The building is designed to have 80 feet <br />clear inside. This provides for a 20 ft. aisle and 30 ft. storage areas on each side. <br />This is, realistically, the minimum width practical. <br /> <br />The courtyard improvements include a 28 ft. setback from the north property line of <br />the wall at the entry/exit drive. This setback:, requiring a two (2) foot variance will <br />provide a usable vehicle stack-up lane of forty feet from the street to the card <br />controlled gate. Due to the lestrictions, mentioned earlier, of a civic center site; we <br />are requesting that a portion of the courtyard wall be allowed to be parallel to the <br />proposed building and the rue station, but outside of the required setback and that <br />it be a screen for the courtyard. The proposed extension of die courtyard wall on <br />the east side requires a nineteen (19) foot variance but is planned to be ten (to) feet <br />back from the existing wall. On a civic center site each square foot counts for the <br />Public Works Department. While the proposed wall will be eleven feet high inside <br />the courtyard, we are designing a combination of benning the outside of the wall <br />and plantings to screen the courtyard from Woodhill Drive. The effective height <br />of the wall will be seven feet plus, requiring a variance for height above the <br />regulation of six and one-half feet. <br /> <br />9787 <br />
