The parking lot is gravel, without concrete curbing; 3. There are no drainage or storm sewer improvements on the site; 4. There is no parking setback along either the east side of Prior or the north side of county Road C; 5. site landscaping does standards; and not meet the current 6. Existing fence is over 4 feet in height and built on the county Road C right-of-way line. The Twin Lakes Plan calls for the vacation of Prior Avenue and the construction of new Arthur street. It is only reasonable that the portions of the site that would be affected by these changes should not have to be improved at this time. Some interim condition would be a reasonable compromise at this time. To address this concern, the applicants have proposed to improve the site in three phases, depending principally on access considerations, and tied to implementation of plans for Arthur Street. The proposed phases are as follows: Phase I: Road C). Existing access {Prior Avenue and County All Phase I work to be done immediately. Phase I keeps the open access on Prior Avenue and reopens one of two existing (but unused) curb cuts off County Road C at the east edge of the site for access into the parking area east of the building. Significant landscaping is added on the County Road C frontage, both overstory and ornamental. Landscaping is minimal in the interior parking area. The parking area is entirely paved and curbed. An interim ponding area is constructed in the northeast corner of the site to satisfy Watershed requirements. The fence at the front of the site is removed and moved back behind the setback.
