The building is a metal Butler building; <br />2. The parking lot is gravel, without concrete curbing; <br /> <br />3. There are no drainage or storm sewer improvements on <br />the site; <br /> <br />4. There is no parking setback along either the east <br />side of Prior or the north side of county Road C; <br /> <br />5. <br /> <br />site landscaping does <br />standards; and <br /> <br />not <br /> <br />meet <br /> <br />the <br /> <br />current <br /> <br />6. Existing fence is over 4 feet in height and built on <br />the county Road C right-of-way line. <br /> <br />The Twin Lakes Plan calls for the vacation of Prior Avenue <br />and the construction of new Arthur street. It is only <br />reasonable that the portions of the site that would be <br />affected by these changes should not have to be improved <br />at this time. Some interim condition would be a <br />reasonable compromise at this time. <br /> <br />To address this concern, the applicants have proposed to <br />improve the site in three phases, depending principally on <br />access considerations, and tied to implementation of plans <br />for Arthur Street. The proposed phases are as follows: <br /> <br />Phase I: <br />Road C). <br /> <br />Existing access {Prior Avenue and County <br />All Phase I work to be done immediately. <br /> <br />Phase I keeps the open access on Prior Avenue and <br />reopens one of two existing (but unused) curb cuts <br />off County Road C at the east edge of the site for <br />access into the parking area east of the building. <br /> <br />Significant landscaping is added on the County Road C <br />frontage, both overstory and ornamental. Landscaping <br />is minimal in the interior parking area. The parking <br />area is entirely paved and curbed. An interim <br />ponding area is constructed in the northeast corner <br />of the site to satisfy Watershed requirements. The <br />fence at the front of the site is removed and moved <br />back behind the setback. <br /> <br />Phase II: Arthur Street right-of-way in <br />not accessed.
