<br />National School Bus company, Case No. 2225 <br /> <br />Page .. <br /> <br />The only site alteration between Phase I and Phase II <br />is the removal of the interim ponding area when storm <br />pipe is available in Arthur street. <br /> <br />Phase III: Arthur street built, Prior Avenue <br />and vacated. Access is off Arthur street and <br />Road C. Phase III work to be done when Arthur <br />is built and open. <br /> <br />closed <br />County <br />street <br /> <br />Phase III creates a new access drive off County Road <br />C at the west edge of the site to replace Prior <br />Avenue access. The eastern County Road C access <br />drive is closed in favor of two new access points off <br />Arthur street, one at the north edge and one at the <br />south edge of the site. <br /> <br />Vehicle parking is rearranged. The eastern side of <br />the site is devoted entirely to employee car parking <br />and is separated from bus parking on the west side of <br />the site by the relocated security fence on a new <br />landscaped island. The island runs north-south <br />through the middle of the site. The combination of <br />the fence and landscaping will provide screening for <br />the buses. Landscaping is added along Arthur street <br />as well. <br /> <br />Landscapinq <br /> <br />Phase III needs one more overs tory trees along Arthur <br />street to satisfy the minimum requirement for street <br />frontage. The parking areas do not meet the five percent <br />minimum landscaped area requirement, and the applicant has <br />requested a variance to this standard. Since a good <br />portion of the site is to be enclosed within a security <br />fence for bus parking, we would consider more landscaping <br />in the areas outside the fenced area to offset this lack, <br />especially on the Arthur street frontage and on the <br />north-south interior island. <br /> <br />Buildinq Treatment <br /> <br />The building is corrugated metal with a painted concrete <br />block front office structure. There is exposed rooftop <br />equipment. The only proposed alteration to the building <br />is to paint it, which will be an improvement, but still <br />shy of the strict Code requirements. The applicant has <br />requested a variance to the building material requirement, <br />even though they believe the metal building meets the <br />design standards as "metal framed panel construction". <br />section 19.0l0.l(d) requires a building to be "other than <br />corrugated" material. <br />
