RECAP OF THE APPLICATION National School Bus Service, Inc. has applied for a Special Use Permit to operate their business from the 4.55 acre site located at 1905 West County Road C. The property is zoned General Industrial. The use that they intend for the property is "storage and maintenance of school and charter buses." The original application contained requests for several variances; the number of variances requested in this report has been reduced from the previous application. The previous information submitted contained detailed information on the company, its ownership and operation and intended use of the facility. The company provides services for six school districts, several of which are special education transportation services, in addition to the pUblic transportation contracts that include the Roseville Area Circulator, and Metro Mobility, White Bear Area Transit, Minnesota Medical Assistance, Veterans Administration, and Hennepin County Medical Center & Metropolitan Health Plan. They desire to consolidate the services currently housed in Forest Lake, two locations in St. Paul, and one in Eden Praire into a centralized location. This location and facility are ideal for their operation. As the following Site Plans and pictures will show, they are committing to upgrade the subject property from its condition today to a level that is very close to meeting the strict standards implemented by the City of Roseville just recently. The commitment is made to work in full cooperation with the City in fulfilling the future plans for street changes even though accommodating those changes sign if i cant 1 y impacts the uti 1 i zat i on of the site and creates a time of adjustment and hardship during the time that the access is changed.
