The City Council, on Feb. 25, 1991 approved a special use <br />permit for an amended site plan approval to allow the <br />construction of a new loading dock area behind the Rosedale <br />Commons Shopping Center at 2480 Fairview Avenue. <br /> <br />2 . A condition of the Council approval was to direct staff to <br />negotiate with the adj acent residential property owners and <br />Tanurb concerning the construction of a screen wall along the <br />north property line. <br /> <br />3. Tanurb Co. has agreed to work with the City to construct a 14 <br />foot screen wall along the north property line. The fence <br />will start at a point even with the west side of the building <br />and connect to the existing fence on the Welsh Crossroads <br />Shopping Center on the east. The cost of the fence will be <br />shared between the City and Tanurb Co., with Tanurb picking <br />up the first $10,000 of the fence and the remaining cost will <br />be split equally between the City and Tanurb. <br /> <br />4. The neighbors have agreed to the fence design. <br /> <br />5. The Planning Commission recommended approval of Ross Company, <br />Inc. I s request for amendment to the special use permit for <br />site plan approval at 2480 Fairview Avenue North to include <br />the 14 foot high fence on the north property line and to <br />eliminate the brick wall adjacent to the new loading dock. <br />The Planning Commission further recommends that variances to <br />fence height, to have a screen fence which is constructed of <br />materials other than those utilized in the principal <br />structure, and if necessary, to the requirement that loading <br />areas be completely screened from adj acent properties, be <br />granted. <br /> <br />Alternatives: <br /> <br />1. To deny the proposed amendment to the special use permit for <br />site plan approval and variances and require that the brick <br />
