99 R02: There was some prioritization in the Report itself, he noted. He agreed that it would be a <br />100 good thing for the Commission to prioritize those recommendations and also with some <br />101 feedback from the Council itself. <br />102 Commissioner Gary Grefenberg: The way we proceed as a Commission is influenced if <br />103 not directed by the Ordinance itself. We are not doing all the 'civic engagement'; we do not <br />104 represent the community; we are looking for ways to make it easier for the community to <br />105 represent themselves. He added that the Commission needs to work in collaboration with <br />106 staff, and be seen as a resource by both the Council and the staff. He agreed wholeheartedly <br />107 with the Council's emphasis on two way communication and added that two-way <br />108 communication has to also include staff, and at a minimum neither side should be blindsided by <br />109 the other. The way we work as a commission should be an example of what we would like civic <br />110 governance in Roseville to be like. <br />111 He also expressed his appreciation that the Commission had as its staff liaison a person in the <br />112 upper echelons of the Administration Department since much of the Commission's work would <br />113 focus on city efforts that originate or are implemented by Administration. <br />114 <br />115 <br />116 <br />117 <br />118 <br />119 <br />Grefenberg also said he has a few quick questions. Since there was no budget attached to the <br />Commission, he assumed that that fact did not mean the Commission could not spend any <br />money if approved by the appropriate authority. <br />Mayor Roe agreed that there would be a process to review and vet these requests either <br />through staff or council. He also noted that this year the budget was passed before the two <br />new commissions were created. <br />120 He added that he would like to engage other residents in our work, such as beginning with the <br />121 Commission 'also-rans' in the recent application process. He asked if that was OK. Roe agreed <br />122 that that made sense, and because of the broad scope of Community Engagement Commission <br />123 he expected there would be some interaction with the Human Rights, Parks and Recreation, <br />124 and Planning Commissions. He did not believe the Council was against any of these <br />125 connections. <br />126 Commissioner Scot Becker: Relating to prioritization, starting with the Task Force Report is <br />127 a logical way to start. Absent getting any direction from the Council he believed prioritization <br />128 of the Task Force recommendations would be one of the first items taken up by the <br />129 <br />130 <br />131 <br />132 <br />133 <br />134 <br />C•uu •� <br />Becker expressed some concern about the pending action on the contract with CivicPlus to <br />upgrade the website. This may be forcing the hand of the Commission, since the website was a <br />key element to many of the Task Force recommendation, and also a lynchpin to all our <br />strategies.
