Human Rights Commission Minutes
February 19, 2014
Feedback on January 15th Community Conversation on a Welcoming Roseville: Committee
Chair Grefenberg provided a report on the community dialogue that was held on January 15,
2014. He explained the dialogue was focused on being an outreach effort to recent immigrants.
He was pleased with their participation level and noted this could be due in part to the level of
personal contact with minority groups and the story in the Minnesota Star Tribune before the
event.
Grefenberg said it was his opinion that the HRC needed to emphasize event promotion and allow
time to spread community awareness before it did any major future programs.
Commissioner Courneya was pleased with the level of participation as well, noting a lot of great
ideas were shared by the members present. She suggested that the HRC have a standing column
in the Roseville Review on a quarterly basis. This would allow the HRC to take advantage of a
local publication while keeping on top of human rights issues in the community.
Commissioner Grefenberg recommended these articles also be printed in the City's newsletter.
This information could also be placed on the City's new website.
Chair Groff thought this was a great idea, as long as HRC members were willing to write
articles. He recommended this be discussed in further detail at the March HRC meeting.
Vice Chair Becker suggested the first article summarize the April naturalization ceremony.
April Citizenship Ceremony: Commissioner Courneya reported that Deb Bell, a staff inember
for the local US Federal Courte District, would be touring on Friday the Roseville Skating
Center the venue of the HRC-hosted Naturalization Ceremony and Reception. She reported the
event would be staffed by US Court representatives. There was a great deal of enthusiasm
around the event. She explained city staff inember Carolyn Curti was planning to have an article
in City News, the city bi-monthly newsletter, regarding the event. She stated the MN League of
Women's Voters could have a table at the naturalization ceremony.
Commissioner Grefenberg suggested the Council and Mayor be invited to attend this event.
Commissioner Courneya said that that could be done, mentioning that school board members and
state representatives had attended last month's Community Conversation. She added that the
Court system had specific rules regulating who could speak, but she would speak to the Court
staff person on this issue.
Grefenberg also said it was his impression that the HRC e would be paying for the reception.
Commissioner Courneya confirmed that, indicating that a reception was not required by the
Courts but was at the discretion of the host community.
Chair Groff suggested that at its next meeting the Commission start planning a calendar for
future events which would allow sufficient time for promotion of any future events.
NEW BUSINESS
