<br />use permits requiring the City to consider: <br /> <br />~ Compatibility with adjoining properties. <br />~ Impacts on traffic and public facilities. <br />~ Impacts on property value. <br />~ Impacts on general health, safety, and public welfare. <br />~ Compatibility with the Roseville Comprehensive Plan. <br />~ The process also allows the City to impose those conditions it considers necessary <br />to protect the public health, safety, and welfare. <br /> <br />WHEREAS, the parcel is zoned "R-1", Single Family Residence District, is located in <br />Comprehensive Land Use Plan Planning District 7, with a land use designation of"C", Civic; <br />and <br /> <br />WHEREAS, the following has been concluded regarding the proposal and the criteria in <br />Section 1013.01.D of the Roseville Zoning Ordinance: <br /> <br />A. The proposed monopole, antenna cylinder, and equipment cabinet will not create <br />additional traffic nor the need for additional public facilities. <br /> <br />B. The monopole will be partially screened by large evergreen trees located in the <br />southwest comer of the property. However, the antenna cannot be screened for <br />purposes of clear reception. <br /> <br />C. The equipment shelter (cabinets) will require screening of landscaping, fence, or a <br />combination thereof. The monopole, antenna, and equipment shelter will not <br />have an impact on surrounding property or values. <br /> <br />D. There appears to be no impact on general health, safety, and public welfare. <br /> <br />E. The project complies with the Comprehensive Plan designation (via the CUP <br />process) as a Civic use. <br /> <br />WHEREAS, the Roseville Planning Commission on June 13,2001, held the public <br />hearing regarding the Qwest Wireless request and recommended (7-0) approval of the <br />conditional use permit, subject to the following conditions: <br /> <br />1. The maximum height above grade at the monopole base may be up to 60 feet. <br />One antenna cylinder of the size and pole location specified in the application <br />may be installed on the monopole. <br /> <br />2. The equipment cabinets must be erected adjacent to the monopole in the location <br />specified in the application and must not exceed 10 feet by 20 feet or 200 square <br />feet in size and shall not exceed 10 feet in height. All utility wires or lines <br />leading to the monopole from the equipment shelter must be buried. <br /> <br />2 <br />
