BACKGROUND <br /> <br />Altra Auto Rental operates out of the office building at 2353 Rice <br />Street, and is applying for a Special Use Permit under the <br />recently adopted standards for automobile rental and leasing. <br /> <br />The Code standards require that rental cars not encroach on other <br />tenant parking spaces in a multi-tenant building, and that all <br />maintenance and transport trailers be screened from adjacent <br />streets. The applicant's narrative states there are 90 cars in <br />their fleet, but the site drawing supplied by them shows only 10 <br />reserved parking spaces in the parking lot. The City has received <br />numerous complaints about Altra and inspections by city staff on <br />April 13 and June 1 of this year found 38 Altra cars in the <br />parking lot plus others parked out on Woodbridge street on one <br />occasion, and 20 cars plus two transport trailers on Woodbridge on <br />another occasion. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />Comprehensive Plan & Zoninq Code References <br /> <br />The property is guided LB Limited Business and zoned B-2. Auto <br />rental and leasing businesses are allowed by Special Use Permit <br />(see attached standards). To meet these standards Altra must park <br />its rental cars only in the assigned spaces and not on Woodbridge <br />Street, and must store their transport trailers and other <br />maintenance equipment within the building or off site. <br />
