The proposed use is not expected to have 'an <br />adverse impact on any of these facilities, since it meets <br />all applicable design and engineering standards and is <br />less intense than many permitted uses. <br /> <br />3. The plans meet all city design standards and <br />are compatible with adjacent properties, which include <br />railroad tracks and the petroleum tank farm to the south, <br />vacant Amoco property to the west, the I-35W freeway to <br />the east, and Everest's 'own corporate headquarters and <br />lease holdings to the north. <br /> <br />4. Imcact of the use on the market value of contiauous <br />procerties. As noted above, the proposed buildings will <br />be nicer than many of the adjacent properties in the <br />neighborhood, and will likely increase the value of <br />surrounding property. The Ruan site, the proposed site of <br />Building G, was the subject of an interim use application <br />earlier this year for a truck repair operation. The <br />Everest proposal is a vast improvement. <br /> <br />5. Imcact on <br />welfare. No <br />proposed use. <br /> <br />the qeneral cublic <br />adverse impact is <br /> <br />health. safety. <br />anticipated from <br /> <br />and <br />the <br /> <br />6. Compatibility with the city's Comcrehensive Plan. The <br />Plan has shown the sites as Business, which was further <br />defined by the B-4 District, the purpose of which is <br />described in the Code: <br /> <br />"The purpose of the Retail Office service District is to <br />provide for a limited mixture of land uses, made mutually <br />compatible through controls and high quality standards: to <br />facilitate more intensive and higher valued development <br />and redevelopment of areas convenient to the Metropolitan <br />market area. This district shall allow opportunities to <br />integrate high quality office structures, hotels, <br />restaurants, retail uses, and selected office service and <br />quaiity manufacturing uses, providing the opportunity to <br />benefit from excellent visibility from maj~r arterial <br />routes in conjunction with major local thoroughfares." <br /> <br />The proposed use is consistent with this statement of <br />purpose and with the details of the design standards. We <br />recommend approval of the Special Use Permit. <br />
