The approved variance was for a parking setback at the wintz
Companies' warehouse located at 2500 Walnut Street. In support of
the variance, we proposed a blacktop project with landscaping for
that location.

The original variance was extended by the City Council at its
March 23, 1992 meeting. The variance was extended due to our
inability to commence the project given the early winter of 1991.
Orj gJ nally t we were forced to f:ustf'un-::: 4I!til the SlEnmer ç.f 1 ~92.
The City council approved an extension of the variance until
September 30, 1992.

As explained to Mr. Phil Carlson on September 30, 1992, wintz
Companies' plans and desires for this project have not changed.
However, we were unable to initiate the construction during the
summer of 1992 as a result of economic constraints and
unanticipated expenditures in other phases of our Company. As you
know, the economy has remained considerably stagnant during the
last year. This has limited our ability to make expenditures of
approximately $225,000 for this project. Moreover, our Company
encountered other unanticipated expenditures relating to
replacement of our rolling stock and physical improvements at our
other facilities. Combined, we did not believe we were in a
position to undertake and complete the project during this fiscal

ltea=- .
