a list of names and addresses of all property owners who lived within 250 feet of each comer
of our parcel. This was needed, because the City would notify each of these 28 property
owners of the forthcoming Planning Commission and City Council meetings which would act
on this application for vacation of drainage easement. This required another drive to the
City of Roseville offices, wherein we received the plat map from Mr. Sarkozy, then a drive
to downtown St. Paul to the Ramsey County Courthouse. One week after that, we drove
to the Ramsey County Courthouse to pick up the certified list of names. My wife then
typed address labels of each homeowner listed on the certified copy of names and addresses,
and drove all of the aforementioned to the City of Roseville in order to deliver it to Steve
Sarkozy.

We next received a notice from the City of Roseville that we needed to attend the
December 1991 Planning Commission meeting because this item would appear on that
meeting agenda, as well as the January City Council meeting..

At this point, we called Thornton Gable, a friend of ours whom we have been
acquainted with for approximately 20 years and whom we knew was actively concerned about
Roseville city affairs. We were frustrated because of the bureaucracy we were experiencing
and the seeming reluctance by the City of Roseville to help us through this procedure. On
our behalf, but not at our request, Thornton spoke to the Planning Commission in
December and to the City Council in January. Your offices have a taped recording of both
of those meetings.

The City Council, at their January meeting, did vacate the easement on our
property. Approximately one month later we received the money which was held in escrow
at the time of closing on our house, minus administrative fees.

The total amount which we spent to have this drainage easement vacated is:

Filing fee/City of Roseville

$200.00

Ramsey County fee to certify
names and addresses

Escrow administrative fee

$213.00
$ 10.00

Lois Grove's mileage to/from
City (3 trips) and County offices
offices (2 trips) at 27.5 cents/
mile

$ 23.10

Round trip mileage from our
home in Mounds View to the City
Planning Meeting and the City
Council Meeting at 27.5 cents/mile

$ 8.80

Total

~454.~
