At the City Council meeting Steve Gatlin (City Engineer) said that normal policy
was for the City to remove easements when they are no longer needed. It appears that
everyone was in agreement that this should be done at the time when it is no longer needed.
In the case of our property, the storm sewer was put in place before our house was built,
and before we purchased it. It seems to us that this problem should never have become our
problem, but that it was a negligent omission made by the City of Roseville at the time the
sewer was put in. Also, it is quite obvious that the City of Roseville erred in approving a
building permit to build and sell a house on a drainage hole.

Gentlemen, due to this not being our fault, and because this is an issue which the
City of Roseville should have taken care of in the early 1970's, we respectfully request
recovery from the City of Roseville, of all expenses incurred by us, as listed above.

h7i:J .¡J,~
Jf~?(.~
Willard and Lois Grove
