BACKGROUND <br /> <br />The former Nino's restaurant at Cleveland Avenue and County Road <br />B-2 is owned by Wi11mus Companies and is zoned B-3. The building <br />is partially leased out for use as a multi-tenant office and <br />business building called Roseville Retail Shops. The current <br />tenants are a law office, electronic equipment repair, and a <br />packaging/mailing business. Mr. Willmus wants to lease a portion <br />of the building as the administrative office for a national car <br />leasing agency. Auto leasing in the B-3 District requires a <br />Special Use Permit, and revised standards adopted earlier this <br />year for motor vehicle rental and leasing businesses apply in this <br />case. <br /> <br />There are several issues in this case that require the jUdgment of <br />the Planning Commission and city Council as to the exact intent of <br />the new auto rental and leasing ordinance, and the circumstances <br />under which a Special Use Permit requires a site to be brought <br />into complete compliance with the Zoning Code. <br /> <br />2. DEVELOPMENT SUMMARY <br /> <br />SITE: <br />BUILDING: <br />PROPOSED USE: <br /> <br />90,000 square feet <br />9,200 square feet <br />a..,600 square feet <br /> <br />(2.07 acres) <br />(10% of the site) <br />(ØB% of building) <br /> <br />3. DEVELOPMENT ANALYSIS <br /> <br />The proposed use is the regional office for Enterprise Rent-A-Car, <br />and will employ about ten people. The office use is administrative <br />only, serving the other leasing offices in the company's system. <br />There will be no leasing or rental of cars to the public from this <br />site, but there will be cars stored on site for transfer to and <br />from the other offices. There will be no cleaning or maintenance <br />of the vehicles on site. <br />
