<br />~ J(f/2, <br /> <br />C~2/MARION/WDODBRIDGE NEIGHBORHOOD ASSOCIATION <br />(Report on meeting with developer) <br /> <br />A large number of C-2, Marion and Woodbridge neighbors came to <br />the information meeting with the developer, Mr. Kolstad, and <br />owner, Mr. Filister. There were a lot of questions and concerns <br />raised. Some were answered and some could not be answered. <br /> <br />We received more definite information about the proposed houses <br />and plantings. However we were disappointed that the developer <br />had not looked carefully at the property until the day of the <br />meeting. It was not good to hear that it was now realized that <br />all of the berm would have to be reworked to move it to the back <br />of the lots. Where the screening fence would be placed--on the <br />berm or behind the berm--was not clarified. We have not seen <br />anything to help us visualize this grading or the proposed <br />h ou s¡.::~s . <br /> <br />Much of the discussion was about current maintenance of the area. <br />We can appreciate Mr. Filister's concern about dumping in the un- <br />mowed area. We don't feel that neighbors would trudge through <br />the snow to dump Christmas trees. We suggest that the trees were <br />put there by apartment residents after the collection date. We <br />also think that dumping occurs in the summer because the grass is <br />long and gives the impression the area isn't being maintained. <br /> <br />However the maintenance issue is not the problem of the Planning <br />Commission. And it should not be a problem for the neighborhood. <br /> <br />Our concern remains the same, whether a second variance should be <br />granted for this property. Another issue is density. The <br />current density on the property is very high. Adding 24 houses <br />makes it twice as high as Concordia Meadows' current plan. We would like to suggest Mr. Filister consider adding 24 <br />units to the unused Outlet C. <br /> <br />Lesser concerns, but still issues that should be considered are <br />traffic and parking. County Road C-2 runs from Western to Rice <br />and takes traffic from the south and even more from the north. <br />It's the cross street that nearly faces the entrance to the <br />Market Place Shopping Mall as well as accessing Rice Street. <br />One side of C-2 is already a No Parking area because of traffic. <br /> <br />Needless to say the neighborhood was not pleased to hear that <br />there were no guarantees that C-2 and Woodbridge would not need <br />replacing if, after building is finished, the patched streets are <br />not acc(?'ptab 1 e.. <br /> <br />But our overriding concern is still adding a variance to a <br />variance to increase density in an already high density area. <br /> <br />The 1979 Land Use Plan does not show houses for this space. <br /> <br />1. <br />
