<br />parkridqe Development, Case No. 2471 Paqe 9 <br /> <br />needed, with additional street liqhting to light the visitor <br />parking areas if lighting levels indicate they are needed. <br /> <br />parkina <br /> <br />Each of the townhouse units has a two-car garage, which satisfies <br />the Code requirement for parking. However, for a project such as <br />this, we believe it is necessary to have some common visitor <br />parking, since parking is not allowed on County Road C, and there <br />are no other city streets that serve the development. Even though <br />each unit will use the driveway for additional parking, that would <br />only allow for two additional spaces. Any family having an event <br />with several other couples or families would not have adequate <br />parking available. We asked the architects to provide at least an <br />additional 1/2 space per unit beyond the· garages and driveways, <br />dispersed more or less evenly across the site. This they have <br />done with "on-street" parallel parking on the private roads in <br />three locations, totalling 23 spaces. We believe the parking plan <br />is reasonable and adequate. <br /> <br />Sianage <br /> <br />One monument sign is shown on County Road C. We have not seen a <br />detailed design for it. The sign could be 100 square feet in area <br />if set back 30', and 50 square feet if set back 15'. <br /> <br />Screening <br /> <br />Several screening issues were discussed with regard to the <br />landscape plan, but one other issue deserves comment. The <br />one-story two-unit building in the northwest corner of the site is <br />set back 15' from the lot line. The bedroom and living room <br />windows of these units face into a retaining wall and garage on <br />the adjoining lot, a condition which is not apparent from the site <br />plan, and can only be seen on the Context Plan - Two attached. <br />Given the design of townhouses, this side yard actually functions <br />like the rear yard of most homes, providing a view and access into <br />the yard space behind the structure. To correct this very close <br />situation, the setback should be increased to 30' or more, the <br />units should be moved further south out of view of the garage, or <br />removed altogether. <br /> <br />Enaineerina Considerations <br /> <br />An additional 10' of right-of-way is needed for County Road C, and <br />is shown on the site plan, but not the grading and utility plan. <br /> <br />The attached grading plan shows on-site storm ponding along County <br />Road C connected to a di tch in the middle of the si te. Most <br />stormwater would drain into the City system in County Road C. <br />This design takes care of the water, but is not a very elegant <br />
