parkridge Development, Case No. 2471

Page 10

solution. It leaves only 5' in some cases from the back door of
the units to the 3:1 slope into the drainage basin. The ponding
takes up much of the yard space in the development, and during or
after a significant rainfall would be unusable.

An option that had been suggested to Mr. Kehr was to pay for
expanded ponding improvements further downstream near the Central
Park leaf dump rather than on-site ponding. In a preliminary look
at this idea, the Public Works Director has determined that there
is not sufficient room to accommodate the needed additional
ponding. Nevertheless, Mr. Kehr has petitioned for a City
feasibility study of this public improvement. If it turns out not
to be possible, ponding will have to be provided on-site.

Final engineering drawings have not been submitted, but the Public

Works Director has reviewed preliminary drawings with Mr.
engineer and has offered suggestions for several changes,
which would affect the overall design of the project.
engineering plans will be needed before final approval
given.

Kehr's
none of
Final
can be

Mr. Kehr has also inquired about the possibility of having the
city take over the private streets in the project. The streets
are shown 28' wide per city standards, but there would not be
enough room for even a 50' right-of-way if the streets were
public. Where two structures face each other across the private
road, they are separated by about 70'. Assuming a 50'
right-of-way, this would leave only 10' on each side for parking a
car in the driveway. There would be snow removal problems as well,
which a private property manager could handle, but which would be
beyond the City's typical needs for a public street. It is
certainly possible and acceptable for the project to include
publicly dedicated streets, but not as currently designed.

Parks & ODen SDace

The project must meet the city's park dedication requirements, and
will be scheduled for the January 5 Parks Commission meeting. Our
assumption is that the Parks Commission will take cash in lieu of
land for the project.

Fire Marshal Considerations

The Fire Marshal has reviewed the site
adequately for fire truck maneuvering, but
be located and clear arrangements made
hydrants.

plan.
