for evergreens is 6 ft. Of concern with the plan would be the location of the
colorado spruce at the entryways to the project. While the landscape entry
statement is attractive the height of the spruce in this location would be an
impediment to traffic visibility. The City's "visibility triangle" says that no
over story planting should occur in a triangular area 30 ft. back from the
property comer along both rights-of-way. The other area of concern relates
to the interface with the property to the east. Should the sale of the
Borgstrom property not come to fruition a much stronger screening strategy
will need to be incorporated into the plan. The Borgstom residence is quite
close to the east property line of this proposed project.

As indicated earlier the 23 proposed units are all single story units. The 2
units in the southeasterly comer of the project will be walk-out units in order
to accommodate grade changes in this location. Of the 2004 sq. ft. in each
unit, 1544 sq. ft. is living area, and 460 sq. ft. is garage. A copy of the
building elevation and the floor plan is included with the plan review
package. As currently presented the exterior materials are proposed to be
prefinished metal siding. The developer has indicated that if budgets pennit
some brick may be added to the front elevation

The grading and utility plan has been submitted with this application.
Engineering staff has review these plans and have raised some concerns in a
following section of this report. Of particular importance is the fact that this
design is proposing no on-site storage of surface water but rather would
collect surface water in a stonn sewer system that would move the water to a
regional stonn water facility east of Dale Street. While a regional stonn
water facility to handle all development in this areas should be seriously
studied and considered one does not exist at this time. It should also be noted
that the plan to move stonn water relies on a stonn sewer pipe moving across
City park land.

{

During the public hearings on the proposed amendment to the Comprehensive
Land Use Guide Plan questions were raised about traffic that would be
generated by this or similar proposals. Townhouses typically generate 6 to 7
trips a day. With 23 units this would amount to 140 - 160 trips per day being
generated from this site. If the Borgstrom piece was added to the
development it is anticipated that 7 more units could be developed. This
would increase the average daily trips to and from the site to 180 - 210 trips
per day. 1991 traffic counts indicate that County Road C currently has

-3-
