There is also considerable existing <br />landscaping in the private yards north of County Road C to <br />help screen the car lights. <br /> <br />Desian of the Facades Facing County Road C. There was <br />concern that the architectural character of the project as <br />seen from county Road C would be imposing. Responding to <br />this, the architects have made all the units facing County <br />Road C single story with the short side facing north. The <br />three facades facing this direction are each about 52' wide. <br />If new single-family lots were developed on this frontage, <br />there could be four homes, each two-story and 70' or more in <br />width. <br /> <br />Comprehensive Plan References <br /> <br />The 1979 Comprehensive Plan defines Low Density Residential as up <br />to four units per acre, Medium Density Residential as up to ten <br />units per acre, and High Density Residential as over ten units per <br />acre. The current proposal falls in the upper end of the Medium <br />Density range, and therefore requires a change in the Land Use <br />Plan designation. <br /> <br />While the City has great discretion in making land use and zoning <br />changes, and is under no obligation to do so in this case, there <br />is no clear policy framework in place to guide this decision. The <br />Goals, General Policies, and Residential Policies from the 1979 <br />Comprehensive Plan are attached and provide some guidance. Some <br />of these policies could be interpreted to either support or reject <br />the Kehr proposal. For example: <br /> <br />GOALS: <br /> <br />2. Maintain the existing residential areas of the city. <br /> <br />GENERAL POLICIES: <br /> <br />5. Encourage adequate transitions and buffering between <br />incompatible land uses. <br /> <br />RESIDENTIAL POLICIES: <br /> <br />1. Preserve the integrity of existing single family <br />neighborhoods by prohibiting the intrusion of incompatible <br />uses. Require strict adherence to all performance standards <br />where higher intensity uses are located adjacent to single <br />family neighborhoods. <br /> <br />5. Encourage innovative planning and design in residential <br />developments. <br />
