BACKGROUND <br /> <br />/ <br /> <br />Rosedale Center has two large pylon signs and recently installed <br />two directional monument signs at two of their main entries, which <br />qualify as pylon signs by the Code considering their size. This <br />brings the total to four, which is the number of pylon signs <br />allowed by the current Code (one per street frontage). Rosedale <br />now wants to install two more monument signs, identical to the <br />other two, near the other two main entries into the Center. The <br />request is for a variance to the sign ordinance to allow these two <br />signs to be erected. <br /> <br />2. DEVELOPMENT ANALYSIS <br /> <br />There is a moratorium in place on variances to the sign ordinance <br />while the City has been studying possible revisions to the Code. <br />The moratorium may be partially or totally lifted by the city <br />council at its October 12 meeting. That decision will affect <br />whether the variance for Rosedale's signs can be considered at <br />all. Assuming that the moratorium is lifted for commercial <br />signage, the Planning Commission can consider this variance, but <br />still under the existing Code, since the proposed revisions being <br />studied have not been officially adopted. <br /> <br />The signs in question are illustrated on the attached drawings, <br />and the existing and proposed locations are shown on the attached <br />map. They contain the Rosedale name and the names of the four main <br />anchor stores in the Center with arrows directing people to the <br />appropriate area. Such directional signs are helpful in a large <br />shopping center such as this one because they can guide shoppers <br />to parking areas that are more conveniently located to their <br />destination. <br /> <br />The current Code allows directional signs up to 18" x 36" (4.5 <br />square feet). There is no limit in the Code to the number of <br />
