<br />proposed Sign Ordinance <br /> <br />9/21/92 <br /> <br />Page 7 <br /> <br />14.150. <br /> <br />TemDorary Sians. <br /> <br />Permits for temporary signs, other than those allowed elsewhere in <br />this chapter, may be issued for periods not to exceed thirty (30) <br />days. During any calender year only two (2) such permits may be <br />issued for temporary signs on a parcel of property and there shall <br />be at least a ninety (90) day period between such permit effective <br />dates. The surface of any temporary sign shall not exceed <br />seventy-five (75) square feet. If spotlights are used in <br />conjunction with temporary signs, such lights shall not be operated <br />during more than five (5) days in conjunction with any single <br />permit and shall be placed in such a manner so as not to constitute <br />a traffic hazard. <br /> <br />A lighter than air balloon, no more than thirty-five (35) feet in <br />diameter, may be used as a temporary sign one (1) time per year for <br />no more than five (5) consecutive days. <br /> <br />14.155 <br /> <br />Grand ODenina Sians. <br /> <br />Permits for signs announcing the opening of a new business <br />enterprise ("Grand Opening Signs") on the premises where the new <br />business is located may be issued for a time period not to exceed <br />two (2) weeks. The total area of such signs may not be greater <br />than the permitted sign area allowed by this Code to a single site. <br />Such signs may not be located within fifteen (15) feet of the <br />public right-of-way, may be printed on cloth or other suitable <br />materials, and shall not be mounted on a wheeled vehicle or <br />trailer. No pennants, balloons, flags, or other similar objects may <br />be attached to the sign or the exterior of the building. A lighter <br />than air balloon, no more than thirty-five (35) feet in diameter, <br />may be utilized as a grand opening sign, for a period not to exceed <br />two (2) weeks. No such Grand Opening sign will be allowed if it <br />interferes with the use and enjoyment of adjacent land or <br />constitutes a danger to the public. In the event the Building <br />Inspector determines that such a condition exists, the permit may <br />not be granted by the Building Inspector. The Building Inspector's <br />decision may be appealed to the City Council at a Council meeting <br />following such decision. In addition to such Grand Opening signs, <br />up to two (2) searchlights may be utilized as display devices in <br />conjunction with Grand Openings for a time period not to exceed <br />three (3) days. <br /> <br />14.160. <br /> <br />Sia~s Without Frames. <br /> <br />Signs which have letters or graphics mounted directly on a wall or <br />fascia or in such a way as to be without a frame shall be permitted <br />to exceed the normal sign size requirements by 40 percent. The <br />dimensions for calculating the square footage shall be the area <br />
