ROSEVILLE SIGN ORDINANCE
SUMMARY OF ISSUES

Contractor Signs

The current ordinance does not regulate contractor signs; they can be of any size, shape, or quality.

Possible Solution:

A provision allowing a "non-illuminated sign announcing the names of architects, engineers,
contractors, or other individuals or firms involved with the construction, alteration or repair of a
building (but not including advertisement of any product) or announcing the character of the
building enterprise or purpose for which the building is intended. Such signs shall be confined to
the site of construction, alteration or repair, and shall be constructed of high quality material
maintained in good repair. The sign shall be removed within 60 days, or when the exterior of the
building is finished, whichever comes first. A Special Use Permit is required for a contractor sign
to remain in place longer than 60 days. No more than on~such sign shall be allowed on each
major street frontage the project abuts."

The size of the sign shall be regulated as such: "In R-1 and R-2 Districts, such signs may not
exceed 10 square feet and shall be placed within the property line or construction fence. In all
other districts, buildings 100,000 square feet and less are allowed one 48-square-foot sign,
buildings larger than 100,000 up to 250,000 square feet are allowed one 60-square-foot sign and
buildings over250,OOO square feet are allowed a 80-square-foot sign. .

Political Signs

Political signs are allowed under the existing ordinance 21 days before an election. They are
limited to 12 square feet in size and must be removed 5 days after the election. This ordinance is
at odds with a new state law regulating political signs, which allows noncommercial signs of any
size to be put up in a state general election year from August 1 (about 90 days before the election)
unti.110 days after the election.

Possible Solution:

Allow signs or posters announcing candidates seeking political office, or issues to be voted upon
at a political election. Signs to be located no closer than 6 feet from the back of the curb; if there is
a sidewalk, no closer than two feet from the edge of the sidewalk. Signs shall be erected only with
permission of the property owner or lessee. For elections other than a state general election, signs
may not be posted more than 45 days before or more than lO days after the election for which they
are intended.
