<br />Sign Ordinance Issues <br /> <br />7/20/92 <br /> <br />Page 2 <br /> <br />Roof Signs <br /> <br />The current ordinance prohibits roof signs. The issue of wall signs extending beyond the roof line <br />is addressed in the Placement of Signs Section. Although signs that extend over the roof line are <br />considered roof signs, this provision is included in a separate section called "Placement of Sign". <br />It is unclear that this type of sign is prohibited. <br /> <br />Possible Solution: <br /> <br />Change definition of roof sign to state "any sign erected upon or projecting above the roof line of <br />a structure to which it is affIXed". Leave unchanged provision that prohibits roof signs. <br /> <br />Real Estate Signs <br /> <br />Real estate signs cannot be in excess of 10 square feet, under the current ordinance, and must be <br />placed within the front yard, 15 feet from the property line for a period not to exceed 6 months. <br />Realtors have expressed concern that it is sometimes difficult for owners or agents to find the <br />property line in order to place a real estate sign, it often takes longer than six months to sell a <br />home. <br /> <br />Possible Solution: <br /> <br />Sign should be located so that "No part of sign shall be closer than six feet from the back of the <br />curb. If there is a sidewalk, no part of the sign shall be located closer than two feet from the edge <br />of the sidewalk." <br /> <br />"Real estate sign shall be removed within seven daysfol/owing the lease or real estate closing." <br /> <br />"Only one sign is permitted per lot, except that double{ronted or through lots may be permitted an <br />additional sign on the second frontage, and lots with lakeshorefrontage may be allowed an <br />additional sign on the lake side of the lot." <br /> <br />Flashing Signs and Electronic Reader Boards <br /> <br />Flashing and Rotating signs are prohibited in the current ordinance. However, it has been City <br />policy to allow flashing signs if the message remains fixed for at least 13 minutes. <br /> <br />The 13-minute policy is seen as nearly impossible to enforce and an inadequate measure of how <br />long a message should remain fixed before it is deemed to be a flashing sign. <br /> <br />Possible Solution: <br /> <br />Prohibit any sign that displays moving parts, is illuminated with any flashing or intermittent lights, <br />or is animated. An electronic reader board could be allowed to change its message once every 24 <br />hours by Special use Permit. <br />
