Sign Ordinance Issues

7/20/92

Page 3

The following provisions should also be included:

"All displays shall be shielded to prevent light from being directed at oncoming traffic in
such brilliance as to impair the vision of any driver. No device shall be illuminated in such
a manner as to interfere with or obscure an official traffic sign or signal. This includes
indoor signs which are visible from public streets."

Prohibit "iIluminated signs or spotlights that give off an intermittent or rotating beam
existing as a collection or concentration of rays and light, revolving beacons, beamed
lights and lasers, or similar devices."

Directional Signs

Current standards allow directional signs of 18" by 36". In areas where there are one-way access
and egress drives, it is important to have directional signs to indicate traffic direction. These signs
are restricted to a small size so that they reduce clutter and do not obstruct views. There is no
definition of Directional Signs, including whether advertising can be placed on them, nor is there a
definition of Off-Premise Directional signs.

Possible Solution:

Define Directional Sign as "a sign erected on private property which contains no advertising and
is specifically intended to facilitate the safe movement of pedestrians and vehicles into, out of, and
circulating upon a site on which such signs are located."

Directional Signs - Off Premise will be prohibited.

The sign area should not exceed 4.5 square feet and shall be pennanently affixed to the ground.
Such signs shall not exceed 6 feet in height.

Window Signs

Wmdow signs are allowed under the current ordinance. The sign cannot cover more than 25
percent of the window and the lettering cannot be more than 6 inches in height. Window signs are
regulated in part because they they block viewing into the store from the street, which is a major
concern of the police. Some of these signs might be described as garish and tacky. The current
ordinance is nearly impossible to enforce, especially letter height requirements. A much clearer,
easier to enforce ordinance is needed.
