BACKGROUND <br /> <br />The City's Cedarholm Golf Course fronts on Hamline Avenue. The <br />green for hole No. 2 is near Hamline Avenue, and occasionally golf <br />balls cause damage to vehicles or property out on Hamline Avenue. <br />There is a fence on the property line behind the green, but in <br />order to improve the situation, the golf course wants to replace <br />the existing 4'-high cyclone fence with a 6'-high fence with <br />smaller mesh. The request is for a variance to the height of a <br />fence within the front yard setback. <br /> <br />The parking lot for the golf course was redone in 1990 and a <br />variance was granted to the front setback, allowing the parking <br />lot edge to remain where it was, on the property line. An <br />additional 16.5' of right-of-way was needed according to the <br />county Master Plan. Since the course is City owned, it was agreed <br />that the property would be available for County use if and when a <br />Hamline Avenue widening proj ect were actually scheduled. The <br />additional right-of-way was not actually dedicated. <br /> <br />2. DEVELOPMENT ANALYSIS, <br /> <br />Planninq Considerations <br /> <br />The property is zoned R-1 and guided Golf Course. Fences in the <br />R-1 District are allowed to be no higher than 4' within the 30' <br />front setback. We believe the intent of the Code is to prevent a <br />wall of tall fences from being built along residential streets, <br />altering the visual character of the yards and homes in the <br />neighborhood. In this area, Hamline Avenue is a busy collector <br />street near a freeway interchange, and the neighboring uses across <br />Hamline from the fence are a large church and a home owned by the <br />church. <br />
