In other instances in the City, <br />small parcels in the se district have been granted setback <br />variances relying on business district standards of 30 feet <br />front, 10 feet side, and 20 foot rear yard setbacks. As the <br />building is positioned on the property, our interpretation is <br />that the north edge of this site is a side yard. <br /> <br />The issue of traffic congestion was raised as a serious concern <br />during the last application process. The parking lot in front <br />of Rainbow Foods and Best Buy can be seriously congested at <br />busy times. At the last .hearing, the main concern was the <br />driveway at the west edge of the Computer City site, accessing <br />directly into the parking lot near the main entry from County <br />Road B-2. The Council will recall that by private easement, <br />the Computer City parcel is guaranteed access anywhere onto the <br />Crossroads parking lot. The Crossroads Shopping Center gains <br />its major access for the eastern portion of the center, across <br />the Computer City parcel by this same private easement. The <br />new site plan moves the access point to the computer City <br />parcel considerably to the east. This eliminates left turn <br />movements out of the computer City site into the congested area <br />of the Crossroads parking lot. It also increases stacking <br />distance for those people entering the area from County Road B- <br />2 as well. To this .end, the reconfigured site plan addresses <br />traffic concerns raised by the previous site plan. <br /> <br />At the last hearing for this proposal, concern was raised about <br />the building size and orientation on the site, building <br />materials, site lines to the existing shopping center, and <br />traffic congestion at the entrance to the Crossroads Shopping <br />Center from County Road B-2. The new proposal has been <br />developed to accommodate these concerns and to satisfy the <br />adj acent owners and tenants. As the attached letter indicates, <br />Beechwood has remained in close contact with the Crossroads <br />Management Company during the development of this new proposal <br />and that Welsh Companies supports this proposed development. <br /> <br />The Planning commission, on a 6-0 vote, unanimously recommended <br />approval of the request with the following conditions: <br /> <br />a. That the required roadway easement for County Road B-2 be <br />dedicated as determined by County and City staff. <br /> <br />b. That a sidewalk. be constructed along County Road B-2 and <br />a pathway easement be dedicated for it. <br /> <br />c. That the landscape and utility plans be approved by City <br />staff. <br /> <br />Alternatives: <br />
