<br />MEMORANDUM <br /> <br />TO: steve sarkozy <br /> <br />FROM: Rick Jopke ~ <br /> <br />DATE: June 10, 1993 <br /> <br />SUBJECT: planning Commission Action concerning the potential <br />disposition of Bruce Russell park and acquisition of the <br />former Lexington School property. <br /> <br />The Planning commission at their meeting last night took two <br />actions relating to a discussion relating to the potential <br />disposition of Bruce Russell park and acquisition of the former <br />Lexington School site as is being proposed by Roseville Lutheran <br />Church. First of all the Planning commission found that the <br />disposition of Bruce Russell Park and the acquisition of the former <br />Lexington schooi site would not be consistent with the existing <br />comprehensive Plan designations for the site. <br /> <br />The second action that the Planning Commission took was to conduct <br />a public forum to identify issues and questions which need to be <br />addressed during the decision making process. The Planning <br />commission passed a resolution outlining the results of this public <br />forum. The following is a list of issues and questions that the <br />City council should address in it's decision making process. <br /> <br />1. Demographics of the city should be considered and compared to <br />the Park space available in the general proximity. <br /> <br />2 The council needs to consider the value of vest pocket parks <br />versus full athletic facilities. <br /> <br />3. That green space and parks are important but so are other uses <br />such as schools, churches, and community activities. <br /> <br />4. Vista 2000 findings should be considered. <br /> <br />5. The impact on the ci ty' s Tax Base needs to be considered <br />because of the loss of developable land at Lexington and B. <br /> <br />6. The Park Land needs south of Highway 36 should be considered. <br /> <br />7. Roseville Lutheran Church is a good neighbor and provides a <br />number of activities that support the community. <br /> <br />8. Churches are important to neighborhoods and a wider region as <br />are Parks. <br /> <br />9. Church congregations contribute to the community economically <br />by drawing people to other commercial uses. <br />
