MEMORANDUM TO: steve sarkozy FROM: Rick Jopke ~ DATE: June 10, 1993 SUBJECT: planning Commission Action concerning the potential disposition of Bruce Russell park and acquisition of the former Lexington School property. The Planning commission at their meeting last night took two actions relating to a discussion relating to the potential disposition of Bruce Russell park and acquisition of the former Lexington School site as is being proposed by Roseville Lutheran Church. First of all the Planning commission found that the disposition of Bruce Russell Park and the acquisition of the former Lexington schooi site would not be consistent with the existing comprehensive Plan designations for the site. The second action that the Planning Commission took was to conduct a public forum to identify issues and questions which need to be addressed during the decision making process. The Planning commission passed a resolution outlining the results of this public forum. The following is a list of issues and questions that the City council should address in it's decision making process. 1. Demographics of the city should be considered and compared to the Park space available in the general proximity. 2 The council needs to consider the value of vest pocket parks versus full athletic facilities. 3. That green space and parks are important but so are other uses such as schools, churches, and community activities. 4. Vista 2000 findings should be considered. 5. The impact on the ci ty' s Tax Base needs to be considered because of the loss of developable land at Lexington and B. 6. The Park Land needs south of Highway 36 should be considered. 7. Roseville Lutheran Church is a good neighbor and provides a number of activities that support the community. 8. Churches are important to neighborhoods and a wider region as are Parks. 9. Church congregations contribute to the community economically by drawing people to other commercial uses.
