<br />I'J.." . <br />~:. <br />david braslau <br /> <br /> <br />associates, incorporated <br /> <br />1313 5th street s.e.. suite322. minneapoliS,mn. 55414 · telephone 612-331-4571 <br /> <br />13 August 1993 <br /> <br />MEMORANDUM <br /> <br />TO: Mike Falk <br /> <br />FROM: David Braslau <br /> <br />RE: ACI Noise Study - Some Thoughts on the Process <br /> <br />(1) Based upon some of the comments at the neighborhood meeting, it is clear <br />~hat the city position on the current and long term plans for Advance <br />Circuits and the entire Terrace Drive industrial park will have to be <br />made more explicit. <br /> <br />(2) I would think that ACI management would state that current improvements <br />would in no way hinder a move in the future to a better location <br />(assuming the company continues to grow and is profitable). <br /> <br />(3) It is important to point out that 50 dBA noise is not different from <br />that experienced by other similar residential areas in the Twin Cities <br />Metropolitan Area. It is normally not reasonable to expect a rural or <br />exurb an environment in a first ring suburb. <br /> <br />(4) It is important to note that ACI has implemented a number of measures to <br />reduce noise, especially unnecessary impact and variable noises that are <br />generally most disturbing to people. <br /> <br />(5) If a resident currently hears noise from fans and the noise drops by 5 <br />dBA, this will probably not be perceived as a significant drop. It is <br />therefore quite possible this will not be considered to be a satisfac- <br />tory solution to the problem, since the goal is the elimination of the <br />noise. (Note that the hum of freeway noise can be heard several miles <br />from the roadway, so that it is virtually impossible in an urban area to <br />eliminate all sound from mechanical equipment.) <br /> <br />(6) OUr approacJ.; to noise reduction has been to identify the worst problems <br />and address these rather than try and shield the entire roof. It would <br />probably take a wall 10 to 15 feet high to significantly reduce the <br />noise from all the equipment and this would bring it below the back- <br />ground level from other sources. It is therefore not a cost-effective <br />solution for ACI and perhaps unreasonable to expect 8uch a solution. <br /> <br />(7) It may be that the currently proposed treatment is not yet sufficient to <br />meet the 50 dBA. In that case, 80me additional treatment of specific <br />units will have to be addressed.
