<br />A procedure to handle these calls has been adopted and put in place by <br />ACI. <br /> <br />No trash pick up or doors opened in the rear of the facility between 8:00 <br />p.m. and 7 :00 a.m. <br /> <br />In house training of ACI employees to make them aware of their <br />responsibilities to the community. <br /> <br />As the attached report trom David Braslau indicates, he has done follow up <br />noise measurements in the community in January of this year. His report <br />indicates that the strategies have been effective in reducing noise levels in the <br />residential neighborhood. During the critical evening hours, his reports indicate <br />that the noise level has dropped by 9 db over the readings taken in June of <br />1993. This puts the operation below State standards for noise levels in the <br />evening. Community Development staff has not received a noise complaint <br />since prior to the holiday season in December 1993. <br /> <br />The other issues regarding odor and other emissions trom the plant have been <br />discussed. A neighborhood meeting has been scheduled for February 24, 1994 <br />at 7:00 p.m. at City Hall to discuss these matters with representatives trom ACI <br />and the Minnesota Pollution Control Agency. Specifically, agency staff <br />involved with the pennitting process, the inspection process, and the toxics <br />division, will be on hand to discuss these matters with neighborhood residents. <br />In checking with Code Enforcement staff, it is estimated that ACI will be ready <br />for their Certificate of Occupancy sometime in mid March 1994. <br /> <br />: attachments <br /> <br />.. <br />
