<br />Page 3 <br /> <br />Rosewood Estate is a dignified alternative which provides an opportunity for residents to <br />be as independent as they can be and provides an opportunity for family involvement when <br />desired. Because residents are charged only for additional services used, the cost is far <br />less than paying for all-encompassing assistance services. <br /> <br />Rosewood Estate is a "cutting edge" method of enhancing the dignity of the trail elderly, <br />promoting independence and encouraging family involvement with shared risk while <br />conserving costs of caring for elderly persons who can no longer live alone. <br /> <br />Rosewood Estate presently employs 35 people with 18.75 FTE's (full time equivalents). <br />Thirteen are full time employees and 22 are part time. Presbyterian Homes of Minnesota <br />(the in-house home health care agency) employs 28 people with an equivalent of21.5 <br />FTE's. Sixteen are full time employees and 12 are part time. With the addition of the 34 <br />apartments, Rosewood's employees will increase by 6.5 FTE's to 25.25 FTE's, and <br />Presbyterian Homes' staffing will increase by 5.75 FTE's to 27.25 FTE's. <br /> <br />Rosewood Estate opened for occupancy in September of 1989. Although it was projected <br />that the project would take 17 months to fill, it was fully occupied in less than 11 months. <br />Rosewood Estate has remained full for the last 34 months of operation. There is presently <br />a waiting list for apartments of approximately 65 individuals. Rosewood Estate has <br />received many awards and honors because of its unique approach to care for our ftail <br />elderly. <br /> <br />VI. PARKING <br /> <br />The existing, parking at the present Rosewood Estate provides spaces for 35 cars. This is <br />a ratio of35 spaces to 68 units, or 51%. <br /> <br />The proposed new addition will have a total of 60 parking spaces available. This is a <br />ratio of 60 spaces to 102 units, or 590;10. <br /> <br />The new parking lot to be built on the present site of the marina will vary trom 3'-6" above <br />the lake at the north end to 13-1/2 feet above the lake at the south end with a two foot <br />landscaped berm along the lake side. <br /> <br />VTI. VARIANCES REOUESTED <br /> <br />Density <br /> <br />Rosewood Estate is a senior housing project which received a variance for density when it <br />was first constructed. The project's apartment units' average size is 455 square feet with <br />units varying in size trom 363 square feet to 629 square feet. The additional 34 <br />apartments will be similar in size. With a total of 102 apartments, the expanded <br />Rosewood Estate will require a density variance. <br />
