On September 23, 1991, United Trailer Leasing was granted an <br />interim use permit to operate a truck rental and leasing <br />facility at 2507 Walnut Street for a two year period. No major <br />si te improvements were proposed or required at that time. That <br />interim use permit has now expired and their property is <br />vacant. Stan Koch and Sons is now proposing to purchase the <br />site, bring it up to current design standards, and then conduct <br />their truck leasing operation from this location. In order to <br />do this, a special use permit is required. <br /> <br />2. The proposed site is 10.3 acres in size and is zoned I-2, <br />General Industrial. In this district, the rental or leasing of <br />motor vehicles is by special use permit only. If the property <br />were to be permanently used for this purpose, a permit would <br />have to be granted and the property would have to be brought <br />into compliance with the design standards in the Roseville City <br />Code. The specific standards that would apply in this case, <br />involve the building· materials, site paving, perimeter curb and <br />gutter, and landscaping. Currently, the building is metal, the <br />site is mostly gravel and there is little landscaping on the <br />site. Chapter 19, design standards of the City code, addresses <br />each of these issues. <br /> <br />3. The existing building is proposed to have a complete new <br />exterior with a decorative rock, concrete block base with a <br />stucco finish rivet panel above. The building's roof will be <br />redone with a new standing seam metal roof. site work includes <br />adding a perimeter security fence, immediately providing <br />bituminous surface and concrete curb and gutter for the visitor <br />parking area and completing the surfacing and curb and gutter <br />work for the area for the storage of trailers and tractors <br />within a .:3 year period. Engineering staff has suggested <br />modifications to the drainage plan that would control surface <br />water on the site and direct it to a system of catch basins and <br />drainage pipes connecting to the City's storm sewer system. <br />
