<br />Landscaping requirements in the design standards chapter call <br />for front yard setbacks having a screen that is 80% opaque at <br />a height of 2-1/2 feet, one ornamental, over-story or evergreen <br />tree required for every 50 feet of parking lot frontage and, <br />where appropriate, 5% of the surface area within the parking <br />area shall be landscaped. Interior landscape requirements have <br />been concentrated to provide screening between the visitor <br />parking areas and the area of trailer storage, presenting a <br />strong visual image from Walnut street. The Planning <br />Commission suggested planting materials that will provide for <br />year round screening. <br /> <br />The site plan also indicates site lighting being provided on <br />light standards that are 60 and 80 feet tall. section 19.010, <br />paragraph 11, requires lighting fixtures to be of a down cast, <br />cut off type, that conceals the light source and prevents glare <br />from spilling beyond the property line. Staff will review <br />photometries to insure the lighting, as proposed, meets these <br />standards. <br /> <br />4. The Planning commission, on a 6-0 vote, unanimously recommended <br />approval of Ac' cent Companies, representing stan Koch and Sons, <br />request for a special use permit for the leasing of semi- <br />tractor trailers at 2507 Walnut Street with the following <br />conditions: <br /> <br />a. That final plans be approved by staff regarding lighting, <br />landscaping, drainage and design standards compliance. <br /> <br />b. That the parking lot be brought into compliance within <br />three years of approval. <br /> <br />Alternatives: <br /> <br />1. Deny the proposed special use permit based on the finding that <br />the proposal is not consistent with the City's design standards <br />chapter of the Roseville City Ordinance. <br /> <br />2. Approve the request for the special use permit based on the <br />finding that the proposal would be consistent with the City's <br />design standards and would not be detrimental to the area. <br /> <br />Policy Obiective: <br /> <br />1. To insure that development occurs consistent with the City's <br />zoning ordinances and Comprehensive Guide Plan. <br /> <br />2. To grant special use permits where it can be demonstrated that <br />the proposed use would not be detrimental to the general <br />health, safety, and welfare of the community. <br /> <br />Staff Recommendation: <br /> <br />1.
