<br />.. <br /> <br />Improvements to the existing building to be remodeled, include <br />the addition of windows, front entrance addition, and the <br />upgrading of accessibility. New structures will consist of one <br />story masonry buildings with the provisions to add mezzanines. <br />Exterior materials are integrally colored decorative concrete <br />masonry with brick banding and accents. Aluminum windows will <br />have energized frames with tinted glazing. All exterior <br />materials will be prefinished so that painting and other <br />maintenance issues will be eliminated. Similar exterior <br />materials will be used on all sides of the building, including <br />the dock areas. An upper band of windows will give the <br />building a more human scale along with individual projecting <br />entrances that will visually reduce the length of the <br />buildings. <br /> <br />5. The Engineering staff has reviewed this proposal and has made <br />the following recommendations: <br /> <br />a. A sidewalk along the south side of County Road C will be <br />required. <br /> <br />b. All changes to County Road C must have the Ramsey County <br />Traffic Engineers approval. The applicants are proposing <br />to modify the existing median in this area. <br /> <br />c. This application must be reviewed by and meet the <br />requirements of the Rice Creek Watershed District. The <br />utility plan will require final review by Engineering <br />staff to insure proper engineering standards are being <br />met. <br /> <br />6. The Roseville zoning ordinance defines a planned unit <br />development as a zoning district which may include single or <br />mixed uses, one or more lots or parcels, intended to create a <br />more flexible, ,creative and efficient approach to the use of <br />land. Through the departure from the strict application of <br />required setbacks, yard areas, lot sizes, and other performance <br />standards associated with traditional zoning, planned unit <br />developments can maximize the development potential of land <br />while remaining sensitive to its unique and valuable natural <br />characteristics. In Roseville, the procedure for processing a <br />planned unit development application is a two step process. <br />The first step is the general concept plan phase wherein the <br />applicant pres~nts their plan to the city showing the basic <br />intent and general nature of the entire development. During <br />the general concept stage, the preliminary plat is also <br />presented and reviewed by the city. As a part of the review <br />process, the Planning Commission conducts the public hearing <br />and reports its findings and recommendations to the city <br />council. Following the general concept approval, if given, the <br />applicant then submits the development stage application and <br />final plat. The development stage sUbmission includes <br />finalizing the concept plan and the final plat. <br />
