All changes to County Road C must have the Ramsey County Traffic <br />Engineers approval. The applicants are proposing to modify the <br />existing median in this area. <br /> <br />3. <br /> <br />A <br /> <br />The Roseville zoning ordinance defines a planned unit development as a <br />zoning district which may include single or mixed uses, one or more lots or <br />parcels, intended to create a more flexible, creative and efficient approach to <br />the use of land. Through the departure from the strict application of <br />required setbacks, yard areas, lot sizes, and other perfonllance standards <br />associated with traditional zoning, planned unit developments can maximize <br />the development potential of land while remaining sensitive to its unique and <br />valuable natural characteristics. In Roseville, the procedure for processing <br />a planned unit development application is a two step process. The first step <br />is the general concept plan phase wherein the applicant presents their plan <br />to the City showing the basic intent and general nature of the entire <br />development. During the general concept stage, the preliminary plat is also <br />'presented and reviewed by the City. As a part of the review process, the <br />Planning Commission conducts the public hearing and reports its findings <br />, and recommendations to the City Council. Following the general concept <br />approval, if given, the applicant then submits the development stage <br />application and final plat. The development stage submission includes <br />finalizing the concept plan and the final plat. <br /> <br />CONCLUSION AND RECOMMEND A TION <br /> <br />CSM Corporation is proposing to redevelop an underutilized and environmentally <br />contaminated site in a prominent location in the City's general industrial zoning <br />district. The project, as proposed, is consistent with the City's Comprehensive <br />Land Use Guideplan and the standards and requirements of the general industrial <br />zoning district. The project would create a "front door office park" image along <br />County Road C and add considerably to the Cityts tax base with the construction <br />
