At the J alluaty 12, 1994 Planning Commission meeting, the Planning <br />Commission unanimously recommended denial of Rottlund Company <br />Inc.'s request for PUD Concept Development Plan approval, rezoning <br />from R-1 to PUD, Comprehensive Plan change ftom Church to High <br />Density Residential at the Corpus Christi Church site at Fairview and W. <br />County Road B with the following findings: <br /> <br />a. The plan, as presented, is inconsistent with the Roseville <br />Comprehensive Land Use Guide Plan. It would premahlre to. base <br />any land use decisions on the developing update of the <br />Comprehensive Land Use Guide Plan. <br /> <br />b. It has not been established that the proposed joint use of the church <br />parking lot would adequately meet the needs of botl} the townhome <br />residents and the church membership. <br /> <br />c. The plan, as presented, does 110t achieve maximum coordination <br />between the proposed development and the surrounding uses. <br /> <br />d. The plan, as presented, does not provide for adequate transition or <br />buffering, in tenns of green space, between the proposed project <br />and the single family neighborhood to the south. <br /> <br />e. The proposed internal street system may create conflict between tlle <br />church traffic and the townhome residents, creating a safety hazard. <br /> <br />f. It has not been established that the drainage created by this project <br />will not impact neighboring single family houses. <br /> <br />g. The proposed density of the project is defined as high density. <br />Medium density would provide a more logical transition ftom the <br />surrounding single family uses. <br /> <br />h. The church does not have an overall master plan for its property <br />nor any protections to preserve open space. <br /> <br />3. Subsequent to the Planning Commission meeting, Rottlund Homes has <br />requested that the City Council accept witlldrawal of their application. <br />
